The City of Fredericksburg hired Tyler Hooper as assistant director of finance on Monday, Nov. 10.

Hooper will oversee utility billing operations in collaboration with Daisy Schneider, utility billing officer, with an emphasis on understanding current procedures, supporting staff and helping provide the highest level of service to Fredericksburg residents, said a spokesperson.

“He will work closely with Finance Director Krista Wareham as he becomes familiar with the city’s budgeting, financial reporting and capital planning practices,” said a spokesperson.

The city had an open position in finance since March 2025 that became vacant when one employee transitioned into the public works department.

The job description was updated to reflect the city’s commitment to provide assistant director positions in departments where they are needed to support succession planning and ensure continuity of leadership, said a spokesperson.

Hooper brings nearly 15 years of municipal experience to the role.

He served as director of finance for the City of Dalhart and oversaw the city’s budget, investments, utility billing and payroll.

He spent over 12 years in Pampa in information technology and risk management.

Hooper received a master of business administration degree in October from Grand Canyon University, a private for-profit Christian university in Phoenix. He is a member of the Government Finance Officers Association of Texas (GFOAT) and has completed Public Investment Funds Act training.

Originally from Pampa, Hooper and his wife, Erin, relocated to Fredericksburg with two children — Waylon and Keagan, while another child, Addy, attends West Texas A&M University.

Mrs. Hooper is completing her graduate studies and plans to open a counseling practice in Fredericksburg in spring.

Hooper enjoys spending time with family, reading and is an avid football fan. He continues a family tradition of municipal service, as his father, Donny, has 29 years of city government experience and is currently the assistant city manager of Amarillo.
