Fredericksburg City Manager Clinton Bailey and City Councilwoman Emily Kirchner, both members of the inaugural Hill Country Leadership Institute cohort, met in June both online and inperson at the Cibolo Center for Conservation in Boerne to discuss tools available to cities and counties to positively influence growth and development in their communities.
