Since July 26, the local COVID-19 positivity rate has dropped to 15%, according to Dr. Jim Partin, chief medical officer at Hill Country Memorial. “We also tested more cases,” Partin said. “We have normally been testing around 120. We tested 163 people in that (10-day) timeframe, so we still had
